splitting the internet speed...

hello dear tek9ers.I've been wondering. can i split the internet speed via 1 modem? like im connected to the modem with the ethernet cable into the pc, and my brother has wireless connection.And my question is, can i put 200 kb/s on the ethernet connection and 200 kb / s on the wireless ? because we have 400 dload speed. and my brother is downloading files from his work on his computer. so i cba to use the internet then. please help me, is it possible ?
