To determine which one, run his config with devmap on. If you have grass with devmap on (make sure you execute the config from main, so it doesn't get over-written before you put it on devmap). If you don't have grass even on devmap, its a LOD hack. IF you do, then he has a cvar unlocker (so its probable he has other hacks too), so he needs to be banned.
Raf made a script ages ago, which removed all the debris. But it also removed other unfixed points, like bomb sites, bomb plant zones, spawn points etc. So they need to be hand picked out of the script, would take ages to do.
i think we could remove grass and other trash with promod. simply reskin those models to transparent (if transparent skinning is possible but i remember there were some .pk3 paks for cod1 with transparent textures...)
